Comments on your first two questions. Yes, I believe that learners from different culture learn differently. Similar to when we all acknowledge that students (from same culture) have different learning styles. Taking this into account and add the culture aspect on top, complicates it even further but at the same time enriching the whole process.

We are no longer live in a monoculture society and the issue of different culture's style of learning is becoming more and more apparent and not to be brushed under the carpet.

There are different expectation associate in different cultures in terms of learning and gaining knowledge and these expectation majority of the time contribute to underlying principles and reasons of why and how they have different learning styles.
